About Annie
Annie Caputo is a nuclear engineer and former U.S. Nuclear Regulatory Commission Commissioner with more than thirty years of experience spanning federal regulation, energy policy, legislative policy development, critical minerals policy, and private-sector energy operations. Her work reflects a deep understanding of both nuclear regulation and the broader structural challenges shaping an evolving energy landscape.
As a commissioner, she participated at the highest level of decision-making on nuclear reactor and materials safety, advanced reactor regulatory frameworks, regulatory reform initiatives, and agency oversight. Her tenure included development of risk-informed and technology-inclusive approaches to licensing advanced reactors and refinement of regulatory discipline to support innovation while maintaining safety.
Annie’s career has unfolded alongside significant structural shifts in global energy demand. She has closely engaged issues surrounding rising electricity load growth, infrastructure modernization, and the emerging interest of technology companies, oil and gas operators, and global maritime stakeholders in nuclear energy as a long-term solution for reliable, clean power.

She served in senior policy roles on the U.S. Senate Committee on Environment and Public Works, the Senate Committee on Armed Services, and the House Committee on Energy and Commerce, where she advised on oversight and legislation affecting the Nuclear Regulatory Commission, and the Department of Energy.
She contributed to the development of the Energy Policy Act of 2005, Nuclear Energy Innovation and Modernization Act and other significant legislative initiatives aimed at expanding the nuclear energy industry and modernizing regulation.
She also recently served the U.S. House of Representatives Committee on Natural Resources, where she handled the mining portfolio and advanced policies to increase domestic critical minerals production and strengthen the supply chains essential to energy infrastructure and advanced technologies.
Private Sector
Annie’s private-sector experience includes leadership roles at Exelon Corporation in nuclear fuel management, as an executive protégé to the Senior Vice President of the Nuclear Generation Group, and in federal governmental affairs. Her industry background reflects insights into plant operations, fuel markets, and the challenges of infrastructure investment amid competitive power markets.
Annie brings to boards and organizations a rare combination of technical training, regulatory experience, legislative perspective, supply chain awareness, and industry knowledge, supporting informed decision-making in complex, capital-intensive, and highly regulated energy environments.
